Subclinical Hypothyroidism? TSH High but fT4 Normal

Hi.. I would like to ask about my mom (61 years old) conditions. She already get tested and the result is TSH 5.185uIU/ml and the fT4 is 1.16 ng/dl. The TSH should be considered as high but the fT4 still in the normal range. The doctor said its a subclinical hypothyroidism and no need medication.
I would like to ask for another opinion.. is it right with this condition no need medication? Im affraid if not taking any medication this condition will develop to hypothyroidism later? Or it there are possibilities that the TSH will decreased one day and back to normal without medication.

She said she feel anxious, shaky leg, tiredness, and get thinner

Your opinion would be very helpful and I really apreciate it. And do I need to consult with another doctor? Please help. Thank you
