I expect that the T4 you report is Free T4, correct?
TSH is a pituitary hormone that doctors like to think tells them all they need to know about a person's thyroid status. That is very wrong. At best TSH is oly an indicator to be considered along with more important indicators such as symptoms and also levels of the biologically active thyroid hormones, Free T4 and free T3. I am not sure what you man by TSH reflex .04. Was the result of a TSH test? Does it show a reference range?
So please help us by answering the questions, and also tell us about any symptoms you have. Are you taking any thyroid medication?
