I'd like to add to that it may depend on what reference range your doctor may be using for proper diagnosis for abnormal thyroid testing.
Many doctors use outdated lab reference ranges to determine the disease. That outdated ranges is .5 - 5.0/5.5
The new AACE guidlines have been lowered to new reference ranges of .3 to 3.0 max.

He/she may want to retest in six weeks and run other blodwork as well. Then an assessment can be made on whether or not your TSH is remaining elevated, and antibody tests could be run for an autoimmune condition.
The elevated TSH may be a temporary thing.
Retesting and further probing is not a bad idea before starting meds.
Whether you would then get treatment depends on the test results, your symptoms, whether or not the doctor listens to your symptoms, and whether or not your doctor knows how to order and interpret thyroid tests.
