Random swelling on facial area!! Don't know which doctor to see.. HELP

On July 5th (about a week ago) my dad had a very bad swelling on his face, areas around his RIGHT eyes, I took a picture here:

He described it as hot, burn, a bit itchy, and it hurt.
He could open his eyes but it looked very obvious that his eyelids were covering 1/3 of his eyes due to the swelling.

We were guessing it was because he slept on a pillow/bed that has not been used and cleaned for a long time, maybe some kind of a bug bite? So he thought he should give it a few days of observation.

After about 3-4 days the swelling moved/shifted to the area between his eyes, and then to the LEFT side of his eyes, and the original place where the swollen started (the RIGHT side) was gone, like it moved and shifted to another place.

So it became his LEFT side area around the eyes were swollen, this went on also for about 3 days. And finally, today July 11th, when we thought the swelling was gone it wasn't, it just moved around to the right side of his head, looked a bit swollen and it started causing him hot burning pain and making him nauseous.

I'm planning to take him to the doctor tomorrow, but have no idea which department he should see.. If anyone has similar symptoms, please do share, thank you very much!

It is hard to tell from the photo, but the symptoms sound a lot like shingles.  They do have the ability to make a person miserable with extremely painful burning, and some itching.  Honestly, I'd take him to urgent care as soon as you can.  If it is shingles, they will know pretty quickly as they're used to seeing and identifying these cases.  Early treatment is also critical to reducing the duration of shingles.

If it's not that, they'll know where to refer you.
