Scratched arm. Worried about it being infected

I basically skinned of a layer or two of skin on my are by accident with my nail. That was over a week ago. It has failed to heal properly. It took a long time to scab. Then unfortunately when it did scab I once again. Nicked it and it came off a few day after I initially did it. Now it is very red. There is a scab. But there are also like these small ichy bumps around the wound. They are more pinkish and when scratched they have clear stuff in them. I have never had any heal this long nor experience ichy bumps around a cut.
What is happening? Could it be infected.

Hello~It is hard to tell, but from the looks of it, you may have a small infection. I would keep track of the redness around it, if it continues to spread, I would see your GP as soon as possible. In fact, I think I would go now since it has taken a while to heal. It is better to stop these issues in their tracks before they get ahead of you.

Okay. I have never seen or experienced this before. Usually I cut myself depending on the severity it scabs over within two days. And it's healed before I know it. I've never had any cut or scratch heal this badly and be so red and have these weird bumps around it. I treated it like I do all my cuts. I feared infection only because my nails were not clean. I had been around alot of animals and dirt and my hands were not washed when I scraped the skin off. The second time I did it I had dirty hands as well. As I was cleaning our cats kitty litter and managed to once again scrape the same damn place before I washed my hands. That's when I covered it with a bandaid and put Neosporin on it for two days. It's been without one for like two three days. But woke up today to it looking quite gross and alarming. These bumps I don't understand why they are there or what they are.
