Skin feels sticky (full body) and encased in Ice

Hello, I am having a difficult time trying to describe what is going on but I'm trying my best

My skin feels sticky like there is a layer of film caked onto it that has dried my skin out, sometimes it becomes so dry that little ripples begin to form where the skin has bunched together. When this happens my skin begins to have a Rub burn sensation (mainly in the facial areas). When the temperature in the room becomes even the slightest bit cold my feet, hands, ears and recently tip of my nose feels like its been encased in Ice. Sometimes the pain and throbbing can be unbearable and/or I loose the ability to bend my fingers, toes, pickup a glass etc.
