Strange, reoccurring, symmetrical swelling on my feet and hands

I've been getting this really strange swelling on my hands and now it is starting on my feet. The swelling is symmetrical and is only in one localized place on both hands and feet, on top of hands/feet   going from between index and middle finger to my wrist/ between the big toes up my feet to almost the ankle. It looks like I have slugs under my skin. The swelling would go away completely at first but is slightly sticking around on both hands and feet.
It seems to happen after using them for extended periods of time.
I have a lot of pain in my hands and feet in general.  My hands go numb all of the time after using them. I have plantar fascitis that is extremely painful.
I have seen a neurologist and a podiatrist but that was before the swelling had started.
I have seen my doctor and he was stumped but told me to try elevating my feet in case is liquid, I've done this with my feet and my hands but it doesn't reduce swelling.
I have an autoimmune disease (graves, post thyroidectomy) they run rampant in my family.  I was tested for lupus a few years ago but came back negative, same as an arthritis panel. I am sick a lot and in constant pain was recently diagnosed with fibromyalgia.
