What would case a band of pain around the lower part of the lungs while coughing?

The pain is located at the lower lobes of the lungs. It doesn’t hurt to breathe but it hurts to cough. It hurts to where I can’t get a “good cough” out.

Too many things for us to tell you.  Could be a muscle strain in that area.  Could be exposure to pollution or smoke.  Pain in the lungs was just accepted when I was growing up in southern California, because it was so smoggy and we didn't question it until we grew up.  It could be some problem in your lungs.  You're probably going to have to see a doc and get some diagnostic pictures of your lungs to truly know.

Okay thank you. Since I had a all night vomiting session from food poisoning that would be a good guess of a muscle strain but I will check with my doc.
