Bulging or visible veins can be just an anatomical variation—which means you are just made that way. They can also be due to peripheral vascular disease, faulty deep veins valves and high blood pressure. Kidney function tests should also be done. A duplex ultrasound of the vein will need to be carried out. You can gently massage the vein in upward direction, towards your shoulder, 2-3 times a day and see if it helps. Flexing your fingers and relaxing them a few times will also help. If the bulging vein does not disappear then consult a doctor.
Since I cannot examine you and know other related conditions you may be having, nor is a detailed history possible on net, I have listed the various possibilities that should be looked into. Please consult your PCP for primary examination followed by proper referral.
