How serious is a 26000 wbc with a uti?

My husband was admitted to the hospital for a iv antibiotics for a uti.  his wbc is 26000.  Does that sound like it is affecting only lower urinary tract or it has gotten to the upper urinary tract?  He is urinating and passed blood clots.

Patients experiencing upper urinary tract infection, or pyelonephritis, may experience flank pain/costovertebral angle tenderness, fever, and/or nausea and vomiting in addition to symptoms of lower urinary tract infection.
