Does this mean that my bladder is shutting down?

My urine is coming out slower and slower every day, & I have to go pee every 30 minutes to every hour, every day all day, for the last 4 years, Does that mean that my bladder could be shutting down?

If you are a guy, it sounds like your prostate is enlarged. This is something to see your doctor about.

This is a description from the Mayo Clinic about prostate enlargement symptoms:

"The severity of symptoms in people who have prostate gland enlargement varies, but symptoms tend to gradually worsen over time. Common signs and symptoms include:

Frequent or urgent need to urinate
Increased frequency of urination at night
    Difficulty starting urination
Weak urine stream or a stream that stops and starts
Dribbling at the end of urination
Inability to completely empty the bladder"

If you want to see the link, it's:

This of course applies if you're a guy. (You didn't say in your post.)
