Itchy urethra

I have this itchy urethra and it feels really uncomfortable when I urine. The flesh around the urethra is swollen. I constantly have to go back to the toilet and then I only urine like 3 drops. This itchy feeling is uncomfortable. Do I have an infection or UTI or something?
