Urethral syndrome?

I have had a burning feeling in my urethra or very bottom of my bladder for over 3 months. I have had multiple tests and do not have any infections and the inside of my bladder appears normal. I do not have frequency, urgency and it does not burn during urination. My bladder does not cause pain when it is full. The pain comes on a couple of minutes after urinating and it feels more internal, not external burning . It's feels as if my bladder does not like to be empty. Pain subsides when bladder fills.  Could this be bladder or urethral spasms or more related to urethra syndrome? I am aware of the disease interstitial cystitis, but my symptoms seem to be opposite of what many people with IC experience.
