What may cause Slight bugle next to Testicles?

Recently started to feel slight pain in scrotum. After close observation I found there is a swelling in one of the nerves.(that's what it looks like) Its soft and doesn't look like it's growing in size.

It's half the size of an almond. Mild Pain is inconsistent too.

This is wired. I am in a foreign country without expertise in foreign language.

All other functions are normal.

Please advise

You might have a spermatocele -

These are generally harmless, and don't need treatment, but you should get it checked out, especially if you are between the ages of 15-35, which are the most common ages for testicular cancer. It's not likely, but you need to make sure it's not that.
