Safe to use an astringent on the penis?

Hello

For a few months ago I used Ginkgo Biloba (to treat a small injury that is now gone away) og this caused very enlarged veins on my penis. It hurts slightly when I mastubate.
The dorsal vein is visible and I can easily feel it with my fingers. Other veins are also visible.

Venil Gel contains chestnut extract and Aescin. This is an astringent and can constrict blood vessels or even shrink tissue.

So I wonder is it safe to use it on my penis?

Can the gel permanently constrict veins while not constricting my penis permanently?

I went to my physician and he claimed there is no problem. Are there other effective ways to constrict veins on the penis?
