vitamin D deficiency?? please help

Hi !! I' have been having muscle pain , pain in my arms and hands ...numbness and tingling stiffness in my fingers , and muscle fatigue for more than 7 years  now. I was convinced that I was suffering from Arthritis symptoms. i went to many doctors but they couldn't find the cause of my pain , theu just gave me anti-inflammatory drugs , so sometimes the pain disappear for 6 months / or a year and the pain came back again. in 2012 my doctor told me to check my vitamine D and the surprise that my vitamine D level was (4) That was very deficient after reading other posts, but it apparently it's the cause of my problems. He started me on 50000 iu a week for 3 months  , and it really helped me to get rid of my pain . But now the pain came back again with muscle pain in my neck and shoulders and pain and stifness and tingling in my hands and legs .A month ago i checked my vitamine D again and it was (18)  now my doctor put me again on 50.000 iu a week along with the physical therapy ! still no improvement ! Im really fed up with these symptoms!! Has anyone experienced these symptoms?  . I'm 27 years old male

you might also need to consider Magnesium supplement.  It helps my muscle pain, a LOT.   Through my own personal research, I'm learning that prescription drugs can deplete our system of magnesium.  I was taking Acid Blockers (Nexium), had major muscle aches.  Learned it can deplete my system of magnesium.
