I just can't lose weight

The last few weeks I have spent doing a couple hours of cardio a day, and eating small healthy meals. I gained two pounds and have seen no good results. I eat only healthy food, and I workout all the time, so why can't I lose any weight? It's like I physically just cannot do it. I didn't gain any muscle, because my clothes don't fit any differently. I jus feel like giving up. I've struggled with my weight my entire life, and I'm only 21. Anyone have any ideas? I'm pretty discouraged.

I am 5"4, I weigh 130 and would like to be 110, but like I said...my body just holds onto the weight no matter how much I workout, how healthy I eat or how much water I drink.
