Try looking up "smegma" and see if that sounds like what you're dealing with. It tends to stick to the skin. If that's what it is, you don't have anything to worry about.
I also would tend to discourage you from going to the bathroom every time you feel a tingle and pulling back the folds of skin there, unless you wash your hands super well first and wash the area after. You could accidentally give those tender tissues an infection; hands can have a lot of bacteria.
