Is it normal to not want to have sex because your breast are too small?

My breast are a size 34AA and I want to have sex, I feel ready but I’m so ashamed and so embarrassed of my small boobs that I don’t want to because I don’t wanan be made fun of.

How old are you? If you are super young, it may be that your chest will develop in time (along with the appropriateness of having sex). But if you are an adult, you will probably find that guys who are attracted to sleek, slender women will find you appealing. Guys who like that look do not expect huge boobs.

I’m 17 and I have met several guys who we’re into my body even when I reminded them several times that I have no boobs but I’m so self conscious
Being really self-conscious is kind of a hallmark of being a teenager, I think. Maybe you can ride it out for a while, just get close to a guy and snuggle and embrace, and see where it takes you. But one thing to do is go over to Planned Parenthood (in person or website) and get some good sex education first. You don't want to end up with an STD or a pregnancy.

Do you wear a really believable heavily padded bra?  If not,  any man you have sex with will already know about how big your breasts are before you take your clothes off.  Plus,  usually you do cuddling/touching behaviors in a relationship for awhile while you're dating,  so by the time you're ready to actually have sex,  he'll know what your chest looks like.
