Is this PGAD or something else?

My clitoris has been very sensitive for a few months now. I’m 20 and a virgin. I masturbated one time with my underwear on and the day afterwards I was extremely aroused for the next week. Not able to sleep and a difficult time concentrating. Now I only wear skirts without underwear since my clitoris gets triggered when I wear pants/underwear. But when I where skirts there’s basically no symptoms. I thought that maybe there could be a hair in my clitoral hood but there wasn’t anything there. I did see some yellow substance around it and on my clitoris though. Could this be Persistent Genital Arousal Disorder or something else?

Arousal is caused by blood filling the genitals. If you are getting excited a lot (such as fantasizing about someone or necking or petting) without coming to climax, you would indeed be walking around more or less engorged. You can masturbate to get rid of this full feeling, but be sure to take it to climax. Doing so will push the blood out of the tissues.
