Skin Discoloration???? Anybody got any ideas?

I know this will sound odd but anyway.....I'm 27 years old, alleged Irish, Scottish, American Indian(1/4), English heritage(all unconfirmed as my bio father wouldn't know the truth if it bit him) and at the age of 13 or so I noticed I had two streak of gray hair at my temples near where a small mole is one on each side. Like silver gray. I have several small moles all over, shoulder blade, collar bone, jaw, 'corner' of pubic area(hair near that is white as well), breast, and there was one called my birth mark on my butt right at the top of my leg that was about like a penny.  At the time I notice the hair change, the penny was gone and every mole had lightened a little and kinda have a lighter ring around them. They all look like that. They have stayed the same all this time. I also have a couple spots in the bikini area where the skin is a bit darker and then a couple much lighter spots. About that age is when I stopped getting any tan from being in the sun. I don't even try. I might get a shade or two darker but nothing noticable. You can tell on my hands I get a tiny bit but the last joints on my fingers stays white. My mother never thought is was worth being looked at then but unless I needed a shot or stepped on a nail I never went to doctors b.c. she didn't think it was important enough.  
Any Thoughts?  Sorry if its a ramble, but I don't know anyone else like me, don't know if I should worry about it, not a lot of access to specialists where I live.
P.S. Obvious fair skinned, Brown eyes, md. brunette with red tones, no known medical conditions as of yet, 13-14 when cycle started (connection?)

Thanks for reading, I appreciate it. On the upside there haven't been any changes since, no broken edges, smaller than a pencil eraser, symmetrical.....I wonder if hormones would explain why I can't get a tan? I could when I was younger. I'm not asking for much lol...Just enough to look like I have a pulse......And yes I use sunscreen SPF30 minimum......

It could be hormonal changes from starting your period but I would think you should see a dermatologist for the skin, any changes in moles should be looked at to rule out skin cancer.
