If you were ovulating when it was done, I very much doubt you would get pregnant right now. An egg is only viable for 12-24 hours.
As for the chance of conceiving before a period, that's the only way a female gets pregnant. You will ovulate before you ever start a menstural cycle. It's what actually causes you to bleed. More than likely your cycle is messed up because you just had a reversal done. Did your doctor make sure both tubes are actually clear? Be warned as well this isn't a 100% guarantee you will get pregnant. Your odds of Ectopic are still higher than they would be if you had never had a ligation done.
