Why do my boobs hurt, I’m 13 and I still haven’t started my period

My first question is why do my boobs hurt, I’m 13 and my boobs have grown when I was 11 but just stopped a few months after I noticed a difference ( so I have a small chest), and why have been the same ever since, 2nd question is why do my breasts hurt when I haven’t started my period, and they’re not changing at all, I have noticed other differences to my body but nothing about my chest, and they are bothering me the most, they can really hurt at times and hardly hurt at other times.

I remember my breasts being first unusually hard-seeming when they first began to develop when I was 11, and definitely sore. It's your hormones, they are changing your body by firing up, and not all natural changes happen painlessly.  If you drink a lot of caffeine, you will definitely also notice a correlation.
