Penis skin build up

Ok so my few questions and comments are I am 15 going on 16 in a few days anyway I started masturbation when I was in my late 13s I'm done my research and it's a prime age for puberty to start that stage well the problem is I haven't stopped I really need to I'm afraid,nervous etc. To tell my dad that there is a skin build up by the head of my penis and I'm worried about a bump in the middle of that build up I'm very worried and research has shown you are supposed to grow the size of it in few "sessions" of masturbation well it seems if it's stayed the same size through puberty and I'm very worried should I consult my doctor or a dermatologist and tell my dad?

Thanks for the help and when I say bunched up it has more skin then the rest of the area of my reproductive system

I have read through your question and while I do not fully understand what you mean by "skin build up and bump in the middle of it" I would be 95% certain that you do not have anything to really worry about. I have a lot of experience in this area.
