Steroid inhalers make my asthma worse

I am 47 and have had asthma all my life. I have been on Sirdupla 25microgram/ fluticasone 125microgram for about 20 years. I have noticed for the last 5 years I have large amounts of phlegm/ mucus on my chest causing me to cough when I laughed , had to talk loud, came into the warm from the cold etc. All my colleagues and family noticed how I couldn't hold a conversation without coughing and so many people commented on how long I've had a cough.  I ran out of my inhaler while away with work and ended up not taking it for about a month. I noticed that my mucous and cough went away. I therefore took myself off this inhaler and told my asthma nurse about it. I have been off the inhaler for two years and practically symptom free. I only need my blue inhaler if I catch a cold.
After two years nearly symptom free my asthma nurse wants me to go back on a steroid inhaler so has put me on cleril modulite 100mcg inhaler. I've been taking it for two weeks and notice my asthma getting worse and a build up of phlegm again. Why would the inhalers be making my asthma worse ?
