I don't know how low is too low for a toddler, but 270 does seem pretty low. You'd have to maybe worry about infections, and always be checking for fever.
Children are much different than adults and their immune system goes wild sometimes. The only thing I know is that neutropenia is not uncommon in a toddler, especially after a viral infection, and so it's not necessarily a sign of anything really bad.
