Low WBC count. 3 CBCs. HIV negative

So, i've been a member of this sight for a while and have received a good amount of insight into chances of contracting HIV through low risk activities (oral) and since i was ensured that my actions back in August of this month, do no equate to where i'm at health wise today.  I've had 3 CBCs done over the past 3 weeks, all of which show that i have a low white blood cell count.

This was about 3 weeks ago and i was freaking out because this was my first CBC ever done and the internet suggest a chronic illness (HIV, etc) could be the cause of such low numbers.  The next blood was drawn for an HIV test (HIV-1/2 AG/Ab Screen 4th Gen)  and another CBC.  My HIV test came back negative at 7 weeks 1 day after my encounter and my CBC results were as follows:

I noticed that my WBC increased by 600 and my doctor noted that he saw this increase and that my HIV test was considered 95% accurate at this time frame.  I was informed that i my doc wated me to complete another CBC to keep an eye on things and another HIV test at 12 weeks.  The next CBC was completed a week later.

My WBC count dropped by 700 in one week.  Whats crazy to me is that once i was informed of my HIV test being negative, alot of my stress left and i had a good rest of my week.  Is it normal for WBC to fluctuate this much over 3 weeks?  Down Up, down?  

My symptoms have been malaise, fatigue, neck stinging that comes and goes, chest pain that comes and goes, pain that comes and goes in both ears.  I had a pretty bad sinus infection in early September that my doctor only prescribed allergy meds for.  Also, 3 days after my encounter back in Aug, I was tested (negative results) but treated with antibiotics for cly/gon because i thought i had some penis tenderness.  I've tested negative for Hep C and a RPR for syphilis.  I'm at a loss guys and i keep stressing myself out also to the point of no return.  I've recently been put on hydroxzine for anxiety and to help with sleep.  Any ideas about what this could be?  NO rashes, i've poked my nodes in my neck a lot but my doc said they weren't swollen.

These are slight changes and so I would keep monitoring them for a while. I don't think it has to do with HIV. Have you had a y antibiotics before the CBC test or sllergies? You can see a hematologist if it persists.
