What a difficult situation when your husband will not cooperate with providing adequate care for him. Do you have power of attorney for his care? I think at some point, you have to take control. Realize that perhaps his health condition is also impacting his ability to reason and think things through. You are in a very difficult position. I would consider scheduling an appointment as soon as possible to go over changes in his symptoms and daily life issues dealing with his condition. There may be tweaks that would benefit him, medication changes, etc.
Normal respiration (how many breaths per minute he takes) is 8 to 16 for an adult. He is not too far off but outside of normal.
