Can wounds heal without forming a solid clot?

A couple days ago I had tow premolars removed, and for some reason the gum around one of the extraction sites keeps bleeding even after forming a clot. Today I went back to the dentist and they just removed the clot and used something to stop the bleeding, though it worked only for a few minutes after I left the office. So my question is, Could my gums heal and stop bleeding without fully forming a clot while they do?
