We have a play center gate type toy with 6 panels. 5 are colorful gates while the 6th has an activity center on it. There are no doors, so our toddler is not able to leave the inside of the play center without being lifted out. I would place the center right outside the bathroom and leave the door open so I could hear and see our toddler if I needed to take a quick shower. We don't use it very often though, only when really necessary. I've also seen a "Secure Surround Play Yard" online that is a gated surround play center with no built in toys.

If he is learning how to get out of his playpen then there is really no secure place to put him.  Maybe you can take a bath with him or wake up a little earlier and get your bath in before he wakes.  For the cooking thing if you can get a baby gate so that way he can see you but can't come into the kitchen...or if you don't mind giving him a snack put him in his highchair so he can see you or give himtoys to play with while in the highchair.  Cleaning the house without a little one under foot is basically impossible at this age, give him a rag and let him help...it may take you a little longer but your little one will love helping mom.
