Is that IC layout?   I'm a retired EE, but stopped doing circuit design work in 1977, so not very familiar with you picture.  Looks like it takes a good "eye" and mind.

Hi Jerry.  No, that's a board layout.  The device in the center of the screen is a PLCC with a heatsink slug under it.  This is a 6 layer PCB,
