The 2011 State of the Air report isn't meant to be a Debbie Downer. Besides reporting the steady progress America is making in cleaning up its air quality, it ranked cities with the lowest year-round and short-term levels of particle pollution and cities that recorded no days of unhealthy ozone levels. With zero days of unhealthy pollution levels in the last year, the following two cities were dubbed the cleanest cities in America.
