I found a product online called Mosquito barrier; it's garlic oil.  Mix it w/water in a one gallon sprayer.  It works great on mosquitos, fleas and ticks.

We have a 10 yr old black lab and 4 yr shephard, both were covered with fleas earlier this year after we moved to Houston.  The lab had chewed patches of fur off and itched constantly.  Our vet first gave us Advantage and we also did weekly Sentinal flea baths along with treating the yard and carpet.  NONE of this helped AT ALL.  Our vet then prescribed Comfortis.  We had no faith this would work, but 2 days after we gave each of them a pill, ALL fleas were gone.  We have not seen 1 flea on the dogs or carpet in 5 months.  Wish our vet had started us on Comfortis in the beginning.  It was like magic for us.

MEDICAL PROFESSIONAL
This is a difficult problem to solve when many dogs share a communal area
such as an apartment complex.
Your Vet should carry Comfortis which is a monthly pill for fleas.
Its best if all pets in the complex are on this.
