Special needs toodler noise in apartment above

In the apt above a special needs toddler runs around, jumps, bangs and clangs for hours. I would like to understand this behavior in hopes that it will decrease the amount of stress that it creates for me. I am able to report the tenants but I do not want them to get a strike or to start trouble with them. I left a not le on their door becaise the noise goes on until 11:30 pm sometimes on a weeknight. My job starts at 3:30 am. I told them the noise is louder than they think and could they maybe dial it back after 9:30 pm. The dads response was to deny it was his son and instead blame it on a dog that lives in apartment above him. The note was a courtesy I was trying to be a good neighbor. The noise makes it hard to sleep and hard to think at times. I don t even know how the boy has that mich energy non stop. Is it the special needs why he acts like this?
