8 yr old step son lying and stealing

My 8 year old step son is tearing our family apart with his behavior.  It is getting so bad that my 10 year old daughter  is afraid of him.  He has been stealing anything he can get his hands on at home, school, and at our families homes.   He has taken money, medicine, toys, candy, gum, etc.  He has been given time out, tv time and video games have been taken away, kept home from fun family outings.  We have caught him red handed and he makes out outrageious stories ranging from it wasn't him to his father told him too etc.  He has been lying about school work, hiding stuff when he is supposed to clean his room.  The more he gets caught and punished the more he does it and harder he tries not to get caught.  He threatens his older sister and two toddler brothers so they won't tell on him.  He has been outraged when he gets caught and threatens to burn down our house, kill his sister in her sleep, etc.

It is no wonder you are concerned about your son. His behavior goes way beyond the bounds of a normal childhood behavior problem that should be managed at home by way of behavior management. This extreme degree of behavioral disturbance indicates the presence of a serious level of emotional turmoil, and your son should be evaluated by a mental health professional. If you do not know where to turn for such help, ask his pediatrician or the personnel at his school.

My has notthreatend his sisters but one is 10 and 5'7 and 13 and 5'6, but as far as stealing, lieing exactly the way you are talking about, the stories are identical sounding. I do not know what to do. I could blame it on his mother( we have custody). I am at my wits end because It does not matter if he gets in trouble or not. I feel your pain.
