Speech problem with my 3&half year old kid

I have a kid who's 3 and a half year old. He understands everything we speak. But he doesn't speak properly. Most of the words are unclear. Some sentences are very clear. He doesn't mingle with other kids and doesn't play with toys either. He doesn't follow simple instructions given by both parents and teachers. In the first school he was not given any assignments as he doesn't write anything. I mean filling the polygons, doesn't like to paint. He simply scribbles something. If we try to teach him something he starts shouting and crying. He doesn't follow simple instructions like if we ask him to go there or come here he doesn't do it. Even if we call out his name and tell him to do something he doesn't respond. He doesn't like to watch cartoons. If there are more kids he goes some place else and sits there playing with sand or whatever toy is there. He still pees in his pants. Doesn't tell anyone. If we come to know he will pee and try to take him to bathroom he doesn't come. He pees on the bed even though we tell him not to do so.
           After just 3 months in school the principal told us that the kid is autistic and terminated from the school. We have put him to play home. But even there he is not doing good. We are really worried about him. Don't know what to do. We took him to a psychiatrist and He said that he is normal and got a certificate from him. Even after showing it in school they did not admit him. I don't know how to train him. Any help in this regard will be very helpful. Thank you in advance
