my 5yr old and 3yr old

My 3yr old has been fondling himself a lot and i know that's normal for his age i just tell him to go in his room by himself and do it then he started taking it out of his pants and dancing shaking it.  Now my 5yr old he tells my 3yr old to touch his and dances around too.  Now today they were in my 5yr old's room watching a movie i noticed they were real quiet so i walked back there i hear my 5yr old lick it lick it so i threw open the bathroom door and sure enough my 3yr old was on his knees in front of my 5yr old licking his penis. I started screaming and yelling and separated them.  I calmed down then went to talk to my 5yr old (my 3yr old doesn't really talk yet so I know i won"t get much out of him) so i ask my 5yr old where he learned it from where he seen in and where he learned it he keeps saying i don't know....... Now i don"t know what else to do or where to go from here.

With patience and understanding continue to talk with him about this. Don't batter him over the head with it, so to speak, but keep trying a bit more.

I spoke to him again and he still says I don't know mommy and told me just let it go

Yeliing an dscreaming is not going to help. You've got to remain calm. Talk again with your older boy to see where he got the notion to engage in this behavior.
