sexual contact among siblings

My 9 year old twins just told me that their 11 year old brother made them lick his penis several years ago.  They were probably 7 and 9 at the time of the incident.  They all three said it only happened one time.  I discussed it with all three and had an extensive talk about pedophiles and sex with the older son.  With the twins, I told them to never touch another person's penis and to run away if anything like that ever happened again.  Is this enough?  Do they need counseling?  The three boys share a bathroom that joins their bedrooms.

You did the right thing by setting a strong limit and educating them about the need to be vigilant and not permit anyone to touch their genital area. If you have not already done so, it would make sense to talk with your older son about how he came to ask the boys to lick his penis. This is not a behavior that spontaneously occurs to children, though he may not recall procisely what happened.
