I would have to see a written article or anf operative report, but the likely use of intraoral tissues would be as a skin graft.  For several technical reasons, this seems like a poor choice of graft material for this purpose.

Foreskin reconstruction is a procedure described in the plastic surgery literature.  While I understand the technique, it is a procedure, to my recollection, that I have never been asked to perform.  I have had training and experience in transgender surgery which I no longer perform.

In the described procedure, a circumferential incision is made about the base of the penis.  The skin is undermined partially and everted over the glans.  The exposed raw surface in then covered with either a skin graft or (better), a partially detached skin flap from the scrotum.  The scrotal flap is then detached in a multi-staged procedure and the donor site closed.

If I have lost you in understanding the above description, then you'd best get an MD degree followed by seven years of post-graduate reconstructive surgical training.

I am unfamiliar of anyone (either in plastic surgery or urology) in the US or Germany who does this surgery on a regular basis.
