Bump On Penis

I have white bumps that almost totally cover my penis with thick coarse hair growing out of them at an uncontrollable rate.  I try to keep up plucking the hair but it's too much to keep up with and i always end up with big swollen red bumps from ingrown hairs.

The bump are rough to the touch, so much so that my girlfriend doesn't want to have sex very often because it's uncomfortable for her and she gets really raw afterwards.  

This is ruining my life, and there has to be something I can do about it.

Please help me!!!! Before my girlfriend (who has been very understanding so far) starts sleeping around because she can't get what she want from me.

If the small bumps have been present for such a long duration then chances of Fordyce spots are also there. They are small, painless, raised, pale or white spots or bumps 1 to 3 mm in diameter that may appear on the shaft of the penis. The spots are a form of ectopic sebaceous gland, and are not known to be associated with any disease or illness and are of cosmetic concern only. They are non-infectious and a natural occurrence on the body.

They should be got removed only for cosmetic reasons as they are normally found on the penis.

Sorry...i should have specified...I've had these my entire life, but just in the past couple years (i am 27) has the hair growth really got out of control

Hello,
Without examination, confirmation of a diagnosis is tough but it can be contact dermatitis, rash due to friction rub, folliculitis, cysts, pearly penile papules (multiple, small (about 1-3mm) papules running around the circumference of the crown of the glans penis)  or Fordyce spots (small (1-5mm) bright red or purple papules that can appear on the penis and usually effect younger men).

Please get it examined from a dermatologist to confirm the diagnosis.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
