Dark skin around mouth

Hi, I'm an 18 year old girl with very dark skin all around my mouth. I've had it for some time, and I went to the doctors regarding it already. I've used hydrocortisone already several times but it hasn't helped. If I put make up on it to conceal the darkness it burns, so I've stopped using make up. It looks horrible and my confidence is going down now, I just really want to get rid of it. Anyone know what could help?

neem soap if your skin is oily or acne-prone.  Vitamin E cream if it's dry.  You might be allergic to your toothpaste.  Change brands.  Try Jason's.  Eat little sugar, more veggies and lean meat.  No fried foods.
