Do I have scabies?

Hi,
I have rashes all over my arms (arms and shoulder) and feet (below knees). They started looking like mosquito bites, but are now giant red spots. They are very very itchy, and they itch both during the day and night.

I saw a doctor, who 'thinks' that I have scabies. Although it can't be ruled out, I highly doubt this diagnosis due the reasons below:

- I have not come in exposure with anyone else, or visit any place where I can get exposed to the bug (nursing homes, etc)
- The rashes are on arms and legs, but I don't have any rashes on fingerwebs or private areas, or any other place on the body, which are the typical places for scabies.
- I could not see any 'burrows' or lines that connect the 2 rashes. I tried using a felt-tipped pen to do the 'color' test as mentioned on some websites, but it always wiped off completely.
- The doctor prescribed me to use Permethrin cream, which I applied as per directions. However, there is no improvement, and I actually have a few more rashes after the treatment.
- We are currently re-modelling the bathrooms in our place, so there is a lot of dust around in general because they demolished the old ones. I was generally staying at home due to the construction going on, so am exposed to this dust.
- I am overall healthy (no allergies or other medications), and maintain a clean hygiene (I shower every day, clothes are clean, etc)

I have attached a few pictures. I am going to see the PCP again, but any feedback from this forum will be great.
