I suggest that you have this assessed by your physician.This may be a case of folliculitis which could recur persistently through the years.Cherry angiomas may also be a differential but this may be unlikely because of your age. You are only 23 and cherry angiomas usually occur among those of the older age groups.
This may be a recurrent infection. Have this assessed so you will be managed appropriately. You may need oral antibiotics for this.

I have had this for as long as I can remember, most likely for about 10 years. I have not done any traveling recently and I never do any type of camping or outdoor activities. I also have no allergies as far as I can tell.

Red bumps that occur in the pubic area , arms and stomach may suggest a folliculitis. Folliculitis is a bacterial infection of the hair follicles. They are caused by a bacteria called Staphylococcus. They may present as red bumps in the areas of skin where the hair starts to grow (base of hair shafts). As a bacterial infection, they are contagious.
I suggest that you have this checked by your primary physician or dermatologist. You may need to take oral medications for this. Folliculitis may be readily controlled by antimicrobial soaps and oral medications for more severe forms.

Any prior camping or outdoor activities ?
Any known allergies?
