So I have checked with my college health center and they were pretty helpful. The practitioner that I saw detected no visible signs of herpes and he said that he has had plenty of experience with the disease. The initial dots that I saw are still there but seem as if they are beginning to fade. He said the dots that I pointed out are probably just from irritation from the sex or the condom and that a test was not necessary but to come back in a week if i feel it necessary. I plan to visit a doctor in town tomorrow for a second opinion should I still be as concerned as I am or am I just being paranoid too now and should I opt for a blood test? Please respond.

The small white bumps can be irritated hair follicles and does not sound like herpes which presents as blisters which scab over. The other possibility is of friction rub.
The clear discharge is quite normal and is basically prostatic fluid secretions. Keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful. In case the symptoms persist then oral antibiotics may be needed. Please consult a dermatologist in that case.

These small red dots don't seem to be going away. I visited my regular pcp and the health center once more and my doctor didn't think it was anything but recommended std tests. When I visited the health center for the second time the practitioner did acknowledge the dots and said it looks like a friction rub or some type of fungus and recommended I use Lotrimin. I've been applying it for the past two days and so far it's done nothing and I've noticed a few more red dots. Also they are not white and have no discharge. Do you think i should stick out the Lotrimin? I have an STD Screening scheduled for next week and I'm really worried. And would a picture help?

I agree with your PCP that it can be irritated hair follicles or due to friction rub during intercourse. There is nothing to be worried about. However do get the STD panel scheduled for next week because you had unprotected intercourse.
