red itchy spot on face for more than 2 months - is it fungus?

I have this red itchy spot on face for more than 2 months
The skin is getting darker.  And it is itchy from time to time if I do not apply Naftin.  

What is it exactly?  

Please see photos.  

I have applied Naftin 2 times a day for more than one and a months now.  It helped to reduce/eliminate the itchiness and skin peeling, but the red spot and darker skin still stays.  Before that I tried Desonide for 2~3 weeks and it did not seem to help much.  Disclosure: Both the Naftin and Desonide I used had expired for a little more than a year, but they were very well stored.  I think they still work despite of being expired.

I have athlete foot for a long long time - now the dry thickened/cracked skin type on heals.  I use my finger nails to peel out the dead dry thickened/cracked skin on my heals from time to time.  So I suspect that the red spot on my face is caused by hand touching with fungi from my heels.

could someone please take a look of my pictures and kindly let me know what is it or how to treat it?  Its been on my face fore 3 months and it really does NOT look ok.
