Pediatric/dermatology-18 month old with severe/angry rashes

I have 18 month old twinn girls. T1 has sever rashes covering her entire body. We have been diagnosed 3 times and misdiagnosed 2 times. The rashes seem to spread and have spread to T2. Hers are healing and going away but come back periodically. It seems almost contagious. But neither I or my 3 yr old have any rashes. I have uploaded photos any help would be appreciated as we do not have insurance due to a lay off. My poor baby is always itchy and upset so any input will be a blessing.
