My burn turned to a tan that won't go away after 6 years

Hello. I took a week long trip to Texas in 2014 right after graduating college and managed to get burnt on my chest. Since then, the burn/tan lines have faded but not gone away. I used aloe and put lotion on it for months after but nothing worked. Eventually, I just ignored and don't notice it much.

However, I am getting married in a few months and the dress is strapless?! When at my fitting, the seamstress mentioned it - I looked directly past it as I have grown to ignore it - and when she did, I forgot and realized I will have to find a way to cover it up. Likely, I can use makeup or concealer, etc.

But I am wondering as to why it never went away? Is this something the dermatologist could help with or is it just due to the fact I am fair skin and it permanently burned the pigment in my skin?
