The white spots that you are talking about can be due blocked sebaceous glands and Fordyce spots.Pls don’t pop them or mess with them as you may invite infections.Fordyce spots are a natural occurrence on the body. They are small, painless, raised, pale or white spots or bumps 1 to 3 mm in diameter that may appear on the shaft of the penis. The spots are a form of ectopic sebaceous gland, and are not known to be associated with any disease or illness and are of cosmetic concern only.

This could be pearly penile papules(PPP) or fordyce spots. PPP are multiple, small papules running around the circumference of the crown of the glans penis. Fordyce spots, on the other hand, are small bright red papules that can appear on the glans, shaft or scrotum and usually affect younger men. They are abnormally dilated blood vessels, covered by thickened skin. They can be removed by electrocautery. Have this evaluated for proper diagnosis and management. Direct clinical examination is important.
