I do appreciate your concerns and will try my best to help out, considering that probably the rash/bumps are more red than they appear on the photograph.
If there is no discharge or itch or irritation, then in all probability it is not a fungal or bacterial infection, or maybe just the initial stage of fungal infection. If an antifungal cream is helping then probably, you can try a broad spectrum one with a combination of anti-fungals. Though I do say you can try this, I would caution you that the redness/inflammation or bumps could also be due to an allergy to an undergarment material (so wear cotton undergarments) or to the latex of condoms (if you are sexually active) or to any personal care products.
Persisting inflammation and bumps should also be tested for STD (less likely but possible if you are sexually active). The bumps and inflammation can also be due to over zealous fondling during masturbation or due to rough sex causing frictional injury. Another possibility is bacterial vaginosis. If you are sexually active and your partner has bacterial vaginosis, then you can contact this from her. This is not thought to be a STD but has non specific symptoms in men.
So, in nut shell, I would advise you to wear cotton undergarments. Use a lubricated condom to avoid friction. Use a antifungal cream with a combination of antifungal medications—if this shows improvement then continue till all symptoms disappear and a week thereafter. Consult a sexual health clinic or your primary doctor for tests for fungal infection, bacterial vaginosis and STD (swabs and scrapings are taken and tested). Please discuss with your doctor.
