This could also be secondary to a skin infection because of dandruff - from the sites you mention.
You should reconsult with your dermatologist to find out the definite diagnosis , so that further management can be planned accordingly.

my age is 39 and they are not painful just itchy. They show up on my forehead, checks, temple and jaw line area. Soemtimes I will just get a few on my forehead or sometimes it show up on my checks and temples only, it is not very consistent. Two dermatologist stated that I might have a glueten alergy of the skin which I am not convinced. How could I have a herpes condition and what causes it?

What is your age? Do the lesions pain? Do you have any other associated symptoms?
From what you describe these seem to be vesicular or bullous lesions - which could be due to herpes simplex, herpes zoster, impetigo or pemphigoid.
Are these present at specific sites or all over your face?
